Welcome to Foose Elementary School

Dear Parents/Guardians,

Welcome to the Foose 2018-2019 school year! We are super excited for you and your student(s) to be a part of our Foose Family! We can’t wait to see how much your child(ren)’s brain will grow this year, and we are asking you to assist us in a very important manner: school attendance.

In order for us to successfully grow your child’s brain, they must come to school each and every day! Because this is so important, the Harrisburg School District is focusing on improving attendance district wide this year, please join us to fight “chronic absenteeism” at Foose. On a federal and state level, some important educational laws have changed that we wanted to make you aware of. The “Every Student Succeeds Act” (ESSA) was signed by former President Obama in December of 2015 to replace “No Child Left Behind” (NCLB) act which, in part, addresses how schools measure student achievement. One of the “indicators”, or data that is taken into consideration when calculating our student’s growth, is attendance. According to ESSA, any child with a 10% absenteeism rate (or 18 total days for the school year) is considered chronically absent. This includes both excused and unexcused absences!!

The Pennsylvania Department of Education, who reports to the United States Department of Education, will receive reports from the Harrisburg School District on the number of chronically absent students in the district. Clearly, if a child is chronically absent, it is difficult for him/her to be successful in school. As a district, we are focusing on lowering the number of chronically absent students. At Foose, we have created a three step plan to reduce the number of absent students. The outline of the plan is below:

  1. Foose School will run DAILY reports on absent students.
  2. An automated call will go out daily if your child misses school (please be sure that your contact numbers are updated in the main office)
  3. If your child is absent, he/she will have a letter sent home the day that the child returns from Foose administration.
  4. After the third absence, a three-day letter will be sent home from the district level.
  5. Your child(ren)’s teacher will be making phone contacts about your student(s)’ absences as well. The teacher will see how he/she can assist you with your child.
  6. After the fifth absence, a five-day letter will be sent home from the district level. You will be contacted to attend a truancy elimination plan at your child’s school.
  7. Also after the fifth absence, your child will be referred for tier 2 attendance intervention, which can include: check in check out with a staff member, attendance tracker form, etc.
  8. On the sixth absence, a citation will be filed with the District Magistrate.
  9. After the sixth absence or more, a social worker referral, home visit or outside agency referral may be made.
